FOCUS ON UKRAINE – Version 2.1 – March 26, 2022
Prepared by the Canadian International DX Club
Canada's national radio monitoring organization since 1962
Contact Info: Sheldon Harvey, President
The following is a compilation of news reports, feature articles, references, web links, monitoring information, radio frequencies, independent monitoring reports and more, focusing on the media, communications, radio broadcasting, etc. related to the Russian invasion of Ukraine.
Any frequencies are in kilohertz (kHz) unless otherwise noted. All broadcast stations are AM unless otherwise noted. All utility stations (military, etc) are Upper Sideband (USB) unless otherwise noted.
SDR = Software-defined receiver. A radio receiver that replaces many formerly hardware components (tubes, coils, transistors, capacitors) with software. Because they are computer-based, it's trivial for the operator, usually a volunteer hobbyist, to connect the device to the internet and allow people to access the receiver remotely. Users are able to tune and adjust these receivers to stations and frequencies of their choice, either domestic medium wave (AM) stations, or shortwave stations. There are usually limits, varying by receiver, as to how many users can use each receiver at one time. Note that if you are monitoring local domestic radio stations, they are going to be mostly in the language of the country where the stations are located. You may be able to monitor some shortwave stations broadcasting in various languages.

NEW: RTBF Ukraine launched
From: Hansjörg Biener – Via Glenn Hauser’s World of Radio
Date: Thu, 24 Mar 2022
On 21 March 2022, RTBF, Wallonia's public service broadcaster, started 24/7 digital programming in Ukrainian (DAB+, https://www.rtbf.be/radio/liveradio/rtbf-ukraine). By then, 12,000 war refugees had already come to Belgium. The radio programme is presented by a 25-year-old Ukrainian who lived in Brussels before the Russian invasion of Ukraine and can therefore build a bridge between RTBF and the Ukrainian audience. The moderator, who is not a journalist, is closely accompanied by two RTBF journalists. Although there is news about the war in Ukraine, the first aim is to explain Belgium to the refugees. A lot is broadcast in a loop: all practical information on accommodation, rent, health insurance, employment law and so on. The Ukrainian service also includes the website https://www.rtbf.be/dossier/ukraine and other digital communication channels. As Russia blocks international news via the internet, shortwave becomes more relevant
By James Careless – Radio World - Published: March 6, 2022 ⋅ Updated: March 7, 2022
BBC Shortwave to Ukraine? Yes, of Course.
Modern technologies are fragile. Old ones are reliable.
Via Mike Pappas, Letter to the Editor of Radio World magazine
Dear Editor:
I am “shocked, shocked” to hear that BBC is using shortwave to get news and information into Ukraine and Russia. After abandoning shortwave as outdated and not necessary, one only has to look at the current conflict in Eastern Europe to see the value of shortwave.
We’ve all embraced the modern technologies as they come on line — but they’re fragile. Between the damage to the public internet infrastructure in the Ukraine, to Russia pulling the “plug” on citizens’ ability to access news networks outside of Russia, to the BBC trying to get people to use VPN (seriously?), it’s the antiquated, outdated shortwave that gets the message through.
There is a lesson to be learned here: Old tech is reliable, cost effective and gets the message through when nothing else does. The same can be said of AM here in the USA.
All of those “high tech” solutions, whether they are cellphones or the public internet, are prone to failure when you really need them the most. Let’s not abandon the tried and true “outdated” modes.

5) WEBSITES TO ACCESS STREAMING RADIO STATIONS
Many websites exist that provide access to online streaming audio of radio stations around the world, including stations in and around Ukraine. Most are very simple to use. Here is a list of some of them:
RADIO GARDEN: www.radio.garden/
Radio Garden invites you to tune into thousands of live radio stations across the globe. By bringing distant voices close, radio connects people and places. From its very beginning, radio signals have crossed borders. Radio makers and listeners have imagined both connecting with distant cultures, as well as re-connecting with people from ‘home’ from thousands of miles away. It’s simple to use. Just spin the globe to your area or country of interest, then click on any of the green dots and the stations will pop up with streaming audio and information about the station. Note of course that these are local radio AM & FM stations and will, in most cases be in the language of the country you’re tuning into..

6) ETHNIC RADIO STATIONS BROADCASTING IN THE UKRAINIAN LANGUAGE
In many cities in Canada, the United States, and elsewhere, you may find AM and FM stations in cities that are classified as “ethnic broadcasters”. These stations generally have programming throughout their broadcast schedule in various foreign languages. Verify what ethnic broadcast stations may exist in your location and look to see if they have any Ukrainian programming. If you find any stations carrying such programming, please send along the information on the station (location, AM or FM, call letters or station name, their radio frequency and their website, together with the time of the Ukranian broadcasts). The Canadian International DX Club will compile a listing and make it available. Please send the information to hq@cidxclub.ca

7) ONLINE KIWI SOFTWARE DEFINED RECEIVERS (SDRs) AVAILABLE VIA INTERNET
Note: SDRs are shortwave receivers that are set up by individuals made accessible to anyone with internet in the world. Users are literally able to control (tune) these receivers to stations and frequencies of their choice, either domestic mediumwave (AM) stations, or shortwave stations. There are usually limits, varying on each receiver, as to how many users can use each receiver at one time. Note that if you are monitoring local domestic radio stations, they are going to be mostly in the language of the country where the stations are located. You may be able to monitor some shortwave stations broadcasting in various languages.
NOTE: There are hundreds of these receivers online, in locations around the world. A list of those active at any time can be found on the following website: http://kiwisdr.com/public/

Echo Sthlm (Stockholm) (from Sweden) makes first SW broadcast tonight (24 March) at 2100 UTC via Channel 292 on 9670 kHz. Then on Thursdays, Saturdays and Tuesdays.
"Tune in your radios, because tonight is the first shortwave broadcast of Echo Sthlm! Then we point a powerful radio antenna in Pfaffenhofen an der Ilm, Germany at Moscow and broadcast fact-based news about Putin's insane war. https://echosthlm.se
Re website: "Echo Sthlm is a Stockholm-based, Russian-language radio station where you get unbiased news about Russia and the war in Ukraine. With in-depth discussions and interviews, we convey a picture that is relevant to a broad Russian audience. No censorship – just quality, fact-based content.
Echo Sthlm was set up as a reaction to the Russian state’s increasing censorship: several Russian radio stations, websites and media outlets have been forced to close down since the invasion of Ukraine. We therefore broadcast both as a podcast on the internet and via shortwave radio, so that listeners in Russia can stay informed despite censorship attempts. "
(The station was set up by former staff of Radio Sweden's Russian service. First Echo Sthlm podcast was on 18 March - available on website)
NEW: Ukraine Radio on 1278 kHz
From: Bruce Churchill – Via Glenn Hauser’s World of Radio
Date: Wed, 16 Mar 2022
Monitoring Ukraine Radio on 1278 kHz at 0220 from SDR at SM2BYC in No. Sweden using 4SQ MW antenna pointed south – man in Ukrainian with ID as “Ukrainski Radio” and then into a Ukrainian pop vocal at 0222 – station suddenly off in mid-song at 0222:25 and only Iran heard after this. Sudden departure could have been for any one of several reasons…prior to this the signal was S5 and dominating Iran. Checking other SDRs in Finland had Ukraine more or less equal strength with Iran and fading from foreground into background and back again.

Subject: Re: [bdxc-news] Pirates spam UVB-76 The Buzzer 4625 with music and memes
I had a listen on 4625 kHz on Sunday evening 6 March, around 1840 to 1900 UTC, via the Twente webSDR receiver in the Netherlands. In between the buzzes from the Russian buzzer, I heard the following (all in USB):
The Animals "House Of The Rising Sun"
Vera Lynn "We'll Meet Again"
Comrade NC "Nightcore Moskau" (according to Shazam)
Boney M "Rasputin"
Ukraine National Anthem
Some whistling going on as well
An announcement in English - sounded like a UK accent
Whistling again "God Save The Queen" (UK National Anthem)
The music and whistling were no longer [present when I tried much later in the evening and on checking again as I type this email.

There is a broadcaster on 7110 kHz in a European language with a news/current affairs program. I know Ethiopia has been there but the announcers are definitely not African. Frequent mentions of
Ukraine with male and female presenters..Signal? was good at 0400 but is now dropping up and down in QSB. Music bridges and professional presentation. Language sounds Romanian or Polish. Anyone also hearing it? 0422 7110 UNID News/current Affairs. Frequent mentions of Ukraine. Signal was s9 at 0402 but has dropped to s6. Heard via Albertirsa, Hungary SDR.
Kyrgyz Radio Jammer

I was checking 4010 kHz from various eastern European SDRs (Ukraine, Poland, Russia) at 2345 UTC March 7th and heard a very strong jammer on this frequency. The only station on this channel is Kyrgyz Radio and they reportedly come on 0000 to 1900 (including a Ukrainian broadcast on Mondays at 0430 to 0500 UTC).Jammer was off at re-check 0002 UTC with Kyrgyz Radio in the clear. They have a strong carrier and some days low audio here in central Alberta in our local pre dawn hours. Perhaps they or someone else tried using 4010 kHz for a Ukraine language broadcast. This is worth checking in the upcoming days.
9) RADIO FREQUENCIES TO MONITOR
UPDATED: AM (medium wave) & shortwave radio station in Ukraine – These may be monitored using online Software Defined Receivers, or through streaming services. NOTE: These stations are broadcasting in Ukrainian and their on-air ability may be compromised at times.

Utility radio services in the region – Radio monitors around the world have been noting various military related communications, in Ukrainian and Russian, from time to time on the following frequencies. Transmission may be intermittent and will be generally be transmitted in Upper Sideband (USB) mode except as noted. These can be monitored using a shortwave radio with sideband reception capabilities, Reception quality and strength will vary based on your location, as well as signal propagation conditions that can change dramatically from day to day. Patience and random monitoring is necessary to intercept transmissions as they occur.
RUSSIAN MILITARY
As the action unfolds many frequencies have been monitored with Russian traffic. Most of the communications are in Russian. Frequencies received through many European SDRs. NOTE: Upper Sideband (USB) except as noted.

THE PIP: Source: Wikipedia
The Pip (a nickname given by radio listeners) is a shortwave radio station that broadcasts on the frequency 5448 kHz by day, and 3756 kHz during the night. It broadcasts short, repeated beeps at a rate of around 50 per minute, for 24 hours per day. The beep signal is occasionally interrupted by voice messages in Russian. The Pip has been active since around 1985, when its distinctive beeping sound was first recorded by listeners, and is a sister station to UVB-76. The station is commonly referred to as "The Pip" among English-speaking radio listeners. In Russia, it is known as ????? (Kaplya) "the drop". While its official name or callsign is not known, some of the voice transmissions begin with the code JVB1 which is generally considered to be the name of the station. However, this code may not be a callsign, but instead serve some other purpose. Radioscanner.ru identifies the owner of this station as a North-Caucasian military district communication center with callsign "Akacia" (ex-72nd communication center, Russian "72 ???? ????? ????? ????").
SQUEAKY WHEEL
The Squeaky Wheel (a nickname given by radio listeners) is a utility shortwave radio station that broadcasts a distinctive sound. From around 2000 until 2008 the station's attention tone was a high-pitched two-tone signal that vaguely resembled a squeaky wheel. From 2008 the channel marker changed to two different tones in a short sequence repeated with a short silent gap. The frequencies were 5473 kHz (day) and 3828 kHz (night). Several times voice messages in the format of Strategic Flash Messages have been reported. The exact transmitter site is unknown but is thought to be near Rostov-on-Don, Russia. The signal strength is not very good in Central Europe and the signal sometimes even disappears for days in the noise. Other frequencies observed are 3650 kHz, 3815 kHz, 5474 kHz, and 5641 kHz.The Enigma designation is S32 with S indicating Slavic language. However, from 2000 to 2005 it was designated XSW when voice on the station was unknown.
